When calling with merge-params, you shouldn't have to declare param again
Reported by Tom Locke | August 3rd, 2008 @ 01:21 PM | in Beyond Hobo 1.0
e.g.
<foo merge>
<a: param>...</a>
</foo>
That 'param' on 'a' should be implied

But what happens if you both provide a param, say foo, and also have param="foo" elsewhere?
