Cookbook forgot_password is broken

Trying to recover a password for a valid email triggers Heroku "something went wrong" error

the show-page for users issue only happens on other people's pages, and is actually a hobo bug: #986.
your last "something went wrong" is what happens when you access a page that doesn't exist. You probably got there by using the 1.3/1.0 switcher or bookmarks, that page is not linked anywhere on the site. I fixed it so that it redirects to the TOC instead.
