Documentation doesn't reflect current password validation

The default validation has changed to min 6 characters, at least one not lowercase. The cookbook (both version 1 and 1.3) still shows the old information:

Also the way for hobo users to customise the validation was updated when fixing bug #638 - the documentation needs to reflect that too.
