Wizard default locale config doesn't work

I usually select "es" as the default locale. The wizard adds this line to config/application.rb:
config.i18n.default_locale = :es
I discovered that line is ignored and the application starts in
english. In order to get spanish translations I have to replace it
with:
I18n.default_locale = :es

- State changed from “new” to “open”
- Milestone set to “Hobo 1.3 (Rails 3)”
- Milestone order changed from “197985” to “0”

I suspect part of the issue may be that the Hobo code is loading things early. Just to verify, is this still happening on the latest version of Rails 3.0?
