setup_wizard should not generate app/views/layouts/application.html.erb

The idea is to always stick with dryml so app/views/layouts/application.html.erb has no purpose.

that's a rails generator creature. Do you suggest it's better to remove it?

Yeah if the rails generator does not have a switch to prevent it from getting generated let's remove it. Should be easier for new users as they would wonder why editing that file has no effect.
