setup_wizard commits database.yml

Don't know about you guys but I am used to keeping database.yml out of git control. The setup wizard currently commits this to the initial commit. I suggest at least asking the user about it and defaulting to n.

I suggest waiting to 1.3.0.1 if this is voted up. We need to lock down 1.3.0.

The change should be relatively straightforward if we choose to never commit it. 1.3.0 is not near production quality yet (my quick try on writing a simple app resulted in filing multiple bug reports) so there's time to do this while 1.3.0 stabilizes. If 1.3.0.1 is released quickly after 1.3.0 instead of months going by in between then I have no problem postponing a little.
