IE8 Meta tag should be generated in <head>

The following tag should be generated in the section of every
page:
and it should probably be parametrized so that the content value
can be changed. By using this tag, you can instruct which document
mode should be used by IE8. I had a webpage look completely
distorted since IE8 was defaulting to 'Quirks' mode when it should
have been using 'IE 8 Standards Mode'

- Milestone set to “Hobo 1.1”
Hobo 1.0 has nominal support for IE6 & IE7. The idea here is to drop that for 1.1.
