Lifecycle cannot appear twice in a model

Barquin's standard report uses include intelligently to reduce code duplication in its models. This results in the situation that the lifecycle DSL is invoked twice. This actually works surprisingly well, except for migrations. This results in a merge rather than two separate lifecyles, as some would expect. I'm not sure if we want to encourage this, but in the meantime, this is a trivial patch to get migrations working
