dev-user-changer fails for email-addresses with + in them

Many email-systems support the use of + or - in the
email-address before the @ sign. This is handy during testing where
I for instance use:
* +admin@gmail.com -> for
admin testing * +manager@gmail.com -> for a
typical manager * +worker@gmail.com -> for a
typical worker * +viewer@gmail.com -> for a
typical viewer
When not enabling the mailer having support for these addresses (with +) is no real use. But, when the mailer is enabled I can then test a load of different users, using only one email account at gmail.
So, this is a handy feature, indeed. However, the dev-user-changer stops working when the email-address contains a +.

This appears to be more serious than that. When I try and log in to an account with a "+", I get
Account is not available Your account is not available at this time. -

my bad, I just forgot to activate the account. The problem is that dev-user-changer doesn't url-escape it's values.
