index-for-user-page should link to new-for-user-page

There is only a New Model link in index-for-user-page if there's a new action for the controller. I think it should rather first link to new_for_user and if it doesn't exist then fallback on trying new.

Yow - just tripped on this today. It's likely as simple as changing the '&model' part of that link to '&this_parent.send(:<%= collection_name %>)', but there may be some weird edge case I'm not seeing...
