Partials do not pass attributes

This is more of a suggestion than a bug, but I'd have thought that the default behaviour for partials should be to have part-local defined for "attributes" and "all_attributes", as well as any part-local variables explicitly defined. Eg.
<do part="my-part" part-locals="all_attributes, attributes">
I think this makes writing partials a lot more intuitive and less jarring compared with the rest of DRYML
