Transition-button dies badly if the transition isn't allowed

If the transition specified in transition-button isn't available, the code crashes. It's easy enough for simple conditions to just avoid calling the tag, but this should be dealt with in general.
The only question is: should we produce a disabled button_to or just drop the tag entirely and set last_if to false?

I vote for setting last_if, if it's properly documented, which I will make sure happens.
