extending tags from rapid_user_pages doesn't work

The rapid_user_pages taglib is only included when a user controller is loaded; thus, extending a tag from that lib causes the application to crash on any other page (missing the original definition). Ran into this overriding the message on forgot-password-email-sent-page.
