clarify field verification on creation in permissions docs

improvement suggestion
from cookbook permission chapter(?)
def create_permitted? return false unless owner_is? acting_user
state == "new" end
If "new" is not the default value of the state column, create_permitted? will always return false whenever rapid checks for the create button.
This is not mentioned in the manual.

- State changed from “new” to “wontfix”
The example doesn't say that state is a field, just that state must be 'new'.
