Association select tags should be able to accept conditions

Suggestion that select-one at least should be able to have finder conditions passed to it. I've ran into this a few times now where a select would be sufficient but had problems where it would be too long of a list or otherwise needed additional filtering beyond the can_view test afterward.
Example: Sections have many Issues, Issues have many Stories. Story issue select should be able to stay with just the Section it is currently in.

You can pass an array of records using the
optionsattribute.Must get the docs for those tags written up!
