Add command line switches to the migration generator so it can be used non-interactively

Among other benefits, this would allow it to be used in Heroku.
We probably also need a "tell me what the ambiguities are but don't do anything" mode.

Done. Well, sorta - it never does renames in this mode (only drop + create), but we'll get there
